Greetings,  I have a question for the Jefferson Review readers.  My father, being the wise old man that he was, once told me that it was illegal for the States to put a tax on a tax.  I was wondering how this might apply to cigarettes.  It would be interesting to see what some of the readers might have to say on this subject.  Best wishes,  Tom Crane
